Let’s do this for cars as well. Some of the car fees are legit. Taxes. Doc fee. Just include them in the sales price. Just put msrp and sales price.
Drugs incl. alcohol are a huge problem but there are more reasons for people becoming innocently homeless. Sickness for example if there is not good enough health care or even the lack of it, because people can‘t afford it. Basic needs shouldn‘t be so expensive, like for example healthy food, housing and education. But I have no nice solution for the addiction problem, which mainly applies to drugs and alcohol. Maybe we should try out some unpopular method and offer anyone who voluntarily agrees to receive treatment and resocialization training in a secured facility, for let’s say for two till three years, a tiny apartment (paid by the former addict) and a job he got trained for. Maybe they are more stable then to make their own choices again. But the more lenient way we tried yet seems not to be effective.
I think a more hard approach is justified (this also applies to criminals) when the alternative is, that people need to be very careful when entering a train station and women are advised to not go alone to certain areas when dark. Even the places around the train station in Regensburg isn‘t save anymore because of drug addicts and criminals.
