Michelle, as terrible as it is if a child gets killed by a dog, you won‘t be able to prevent this down to zero, except you forbid the breeding of dogs bigger than a terrier. I don‘t mind to forbid the breeding of dogs with the biggest biting energy, like the pinballs. But I bet if that‘s done, then the next wave of dog haters come up with other breeds. Therefor I am very skeptical if a stop for certain breeds really is a good idea. I rather believe, a very restrictive law regarding the breeding criterias for dogs of ALL races as well as the criterias for people who are allowed to breed and how many female dogs those breeders should be allowed to breed with and how often etc., would help more. I also support that any dog owner should have to pass a test worth the name before getting a dog. Again regardless of the dogs race. And castration should be mandatory. All dogs would profitate. The same I suggest for cats and all other pets.
Finally, a side note. I am sceptic about the real motives of people crying out loud about dog bites and the relatively few people mauled to death by dogs. Cause those very people I barely ever see crying out as loud, about the wayyyyyyy more cases of intentionally mistreatment, torturing and killing of dogs by people. Thousands of sick people who think it‘s ok to lay out poison for animals, especially dogs but also cats. No month passes by without minimum one warning about such a find in my own town. Not to speak how people and even communities and countries treat stray dogs and stray cats. Dogs in Romania for example get starved to death in public shelters, killed by injecting gasoline in their heart, instead of using the Medikament created for killing animals fast and without pain. Or thrown into a shredder alive as a German media personality witnessed in an Eastern country which name I forgot about. Maybe Ukraine, Belarus or Russia. So manydogs and cats, just born or too old or sick to fulfill their working duty, get drowned, hanged or kicked out/bound in the forest. Total needless. All those countries lack the duty to spay and neuter them. This would solve nearly the whole stray problem. No, because most people cry about their freedom to be irresponsible and stupid. That‘s because even Germany didn‘t manage yet to introduce the first mini step of an obligation to spay and neuter cats, despite we have millions of stray cats as well.
And if countries traditionally eat dogs, then ok. But that doesn‘t justify to mistreat and torture them like so many Asian countries do. Not just China. All countries which call themselves civilized have to enforce that pets as well as livestock don‘t get mistreated and killed under pain. God, who thinks breaking the legs and whatever else before an animal gets finally killed, should get the same treatment.
