No, not exclusively “the black community” but certainly some black areas would benefit from a slower growth rate.
Haiti, for instance, is a basket case. They got $13.5 billion USD after their earthquake and the place still looks like it did the day after. This pathetic excuse for a country is growing at the rate of nearly three births per woman (almost three times the rate in BC). Everyone, including the Haitians, would be better off if Haiti had fewer children to support.
If you want white examples, Kazakhstan, Uzbekistan and Turkmenistan are all pure white countries that have birth rates over three per woman. They are all weird Muslim banana republics (without any bananas, even) and the world would be far better off if they stopped growing so quickly and started getting in line with the human race.
