Does a U.S. company operating and harvesting resources overseas need to pay tariffs on “foreign” goods?
I can understand directly importing from a foreign company with the same resource and placing a tariff on final sale price displaying it next to other brands on the shelf.
Yes, you have been trying to get it across who pays the cost of the tariff, but you make no effort to explain who collects the money from the tariff? The foreign company, the importer, the grocery chain, or the government that imposed it.

He pays the Chinese guy $1000 plus $100 shipping and the stuff arrives in the US, clears customs, and is delivered to his door. He paid $1.10 total per unit and he sells them in his store for $2.20 to consumers in the US.

He pays the Chinese guy $1000 plus $100 shipping and the stuff arrives in the US, but before it is released by customs for delivery, the American importer must send an extra $250 to the US Government, and then it is released from customs and is delivered to his door. He paid $1.35 total per unit and he sells them in his store for $2.70 to consumers in the US.
The Chinese seller gets $1000 before and after tariffs. It doesn’t affect him at all. He has been paid in full and is off to the next sale long before the tariff is collected.
The American importer pays $250 more than he paid before, and passes that increased cost on to American consumers. His margin increases to $1.35/unit though, so he’s not really mad.
The American consumer pays more than it used to pay for the same object. They lose.

I do not understand your question, Mark. Are you talking about the state sales tax? Yes, that is on the final price, and is a different, additional tax that the consumer pays.
Yes, they are. As soon as the product reaches the USA, regardless of who the seller is, the importer (in this case the American company) must pay the tariff. In almost all cases, they then pass that cost on to the consumer.
Yes, Mark. That applies to brief visits of consumers to other countries. There is a duty-free amount of purchases you’re allowed to make (usually $100 or $200 or so). It also refers to agreements like NAFTA where goods can travel across borders duty free.
In some states we have levels of misdemeanors and felonies. Some we don’t. Theft for instance. $999 and under a misdemeanor, $999.01 rounded up a felony. Other states class felonies or misdemeanors from 1-4 and some even 6.
There is also a time period of theft/embezzlement/fraud theft?/etcetera.
Let’s say an employee stole $1000 in one-year. There judgement falls on amount stolen over 500 from any 6 month period. If the $1000 was stolen in 2 adjacent months and caught at the end of the year it would be higher class m or f. If done 500 spaced 6 months apart and caught at the end of the year a lesser penalty.
Some states do not expunge records, others do as well.
But let’s say you had a team member cooperating with you . Despite your total theft being under the prosecutable amount anything they stole would be added to your total even if not shared.
