The Civilian Review and Complaints Commission for the Royal Canadian Mounted Police
(CRCC) has received your complaint dated April 25, 2026.
A copy of the complaint form, which includes the details you provided, is attached.
The Complaint Process
As specified by the Royal Canadian Mounted Police Act, the Civilian Review and
Complaints Commission for the RCMP (CRCC) has sent a copy of your complaint to the
RCMP. An investigator will be assigned to your complaint, and you may be asked to
provide more information or a statement to help with the investigation.
The RCMP is required to notify you of the status of its investigation within 45 days of
receiving your complaint from the CRCC. After that, the RCMP must continue to send
you monthly updates until its investigation is complete.
Informal Resolution
The RCMP may ask you to consider resolving your complaint informally. An informal
resolution can only happen if you agree and if each RCMP member named in your
complaint also agrees.
The terms of the resolution—that is, what you and the RCMP member(s) have agreed
to—must be put in writing. Everyone involved (you and the member[s]) must confirm in
writing that they agree to those terms.

Informally resolving your complaint means that you and the RCMP have reached an
agreement on what actions the RCMP will take to address your concerns.
If you agree to an informal resolution, there will be no further investigation of your
complaint, and the matter will be considered resolved.
If you have any questions about the informal resolution process, please contact the
CRCC before agreeing to it.
Notification from the RCMP About the Outcome of Your Complaint
If your complaint is not resolved informally, the RCMP will carry out an investigation. As
noted earlier, the RCMP may ask you to provide more information or a statement to
help with the investigation.
When the investigation is finished, the RCMP will send you a report (usually a letter)
that includes:
• A summary of your complaint
• The findings of the RCMP’s investigation
• An explanation of any actions the RCMP has taken or plans to take
• Information about your right to refer your complaint to the CRCC for review if you are
not satisfied with the RCMP’s report
Please note that, in some cases, the RCMP may refuse to investigate or continue an
investigation into a complaint. If this happens, the RCMP must inform you of its decision
and the reasons for it. If you disagree with the RCMP’s decision, you can refer your
complaint to the CRCC for an independent review.
Referral of Your Complaint to the CRCC for Review
Please note that you must wait until the RCMP provides you with a written report
explaining how it addressed your complaint before you can refer the matter to the
CRCC for review.
Your request for the CRCC to review your complaint must be made in writing and within
60 calendar days from the date you receive the RCMP’s report.

THE FOLLOWING WAS RECEIVED BY THE COMMISSION VIA ONLINE COMPLAINT FORM:
RCMP:
White male officer no beard under 50 years old police vehicle SUV type plate started with a W. North Cowitchan .
Different day and incident J Cuthbert found her behaviour unprofessional. Three times looked for name of her White
bearded partner but did not see it on his uniform. I was in room 55 of Thunderbird Motel.
Details:
Around 8:30 PM April 23/26. Was watching the Col. vs LAK game on TNT 4-2 Kings loss. Saw ambulance lights on
York St. about 15 minutes later went out to look. Entrance to Wendy’s several ppl ambulance gone. Police pickup plate
started with a W some emergency lights on. White officer insulted me several times calling me Susan. Paramedic
White male said I was out with the Gelz’s. ( Have not talked with any since 1993) and he wondered why I had not found
a church friend in town .I have good “church” friends in Hope BC and Surrey, BC. Phoned two yesterday. White female
with tablet type advice was telling the patient I assume that I had an in with East Van. Just like I send emails to Tony
Choo of HAMC I do as well to a East Van guy I met by fluke when I walked into his business. Have had way more
convos with HA than East Van guys but East Van never threatened my family or vandalized my vehicle or threatened
my life or talked crap about friends of mine. Well aware East Van sells heroin they told me loudly at a Canucks game
about 30 ppl heard it. UN gang has fired guns around me East Van never showed a weapon or talked about weapons.
Both UN and East Van gangs hate HA. UN has killed HA members. Was in a parking lot in Chilliwack after a music
event 3 ppl chanting HA 3 ppl started chanting East Van and the HA did nada. East Van is in Parksville and Kelowna
and Richmond and East Van and Hope and Duncan. Tablet lady was saying Jay would go PC. Lady she was talking to
I could not hear. Later in parking lot of Thunderbird Hotel woman with man said I don’t care what that cop woman says
Jay will have a bad boyfriend in jail. I told her I concurred. Someone walking by said they used Narcan I replied that
Naxolone saves lives which is good. Various kits of that on fence on York St. Various street ppl around one the guy with
the red face a drug pipe from previous morning stayed quiet.
Since then been insulted the same way by seemingly middle class people. The flag was wrecked on the back of my RV
last night in the Thunderbird Hotel parking lot last night. Told officer J Cuthbert and her male partner April 18 when they
came to my home for 12 minutes that a guy with a S on his jacket had threatened to torch my vehicle. That ppl claiming
to be Surrey HA had threatened me 10 minutes earlier. Both officers were in my abode for 12 minutes and their
bodycams were on but they took no notes. J Cuthbert with a ponytail made a bunch of dramatic hand gestures when
they exited and said faggots out.
9:24 AM April 24. 3 RCMP cruisers enter Thunderbird Motel parking lot off York St. One white officer in each car. One
waves at me as I look out the window one waves at the closed 4 months diner on site they exit onto Dingwall St lead
cruiser flashes its top lights briefly while turning left. 6011 and 6014 were the numbers on roof.
I have mentioned online I found the behavior of Hope RCMP odd and bizarre but once when a young Khronos Security
guard in front of CIBC on Wallace St pointed at me and said, " The Mayor and his click want you gone ." The RCMP
officer looked at him then me and said, " On behalf of the RCMP Mr Carr you can stay. " Dealt with that detachment
under arrest and on the street and at their front counter and in custody and Officer Basri came to my door once. Never
had any reason to complain.

recall what the letter said. I asked to see the letter one of them responded they did not have it. Nor did they tell me what
it said.
I told them my first night at the Thunderbird Hotel a White male with 3 rows of fake green stitches on his face and a
jacket with a S on back of it had said my RV would be torched. He came to the second floor where my room was but
two female staff confronted him physically and told him to leave.
Saw him steal two doormats from the hotel and exit the property with them another time. Another time he defecated in
the parking lot in daylight myself and two other guests saw it. I asked that he be arrested. Saw the guy repeatedly on
York St during my stay in town.
Told the officers J Cuthbert a female White and a white male who I could see no name tag or badge number that I
recall ,that various staff members had said they were HA and one told me she sold Kona Bud .
I was not given a file number or a business card.
Female officer as she exited stood on porch outside my door pointed away and yelled ," Faggot wants you gone."
Is treatening to blow up a vehicle legal in Canada now? My RV suffered damage once in a parking lot and while in the
Thunderbird Hotel parking lot my CDN flag overnight was ripped off the back and the flag itself ripped and thrown to the
door of the closed for 5 months York St diner which is attached to the Thunderbird building.
I find this unprofessional conduct but am not a expert on police procedures. Both officers had their body cams on and
during the 12 minutes I never felt threatened.
I was threatened in town various times on the street and in the library on James St. Security guard there said it was the
worst run library he had seen. Saw ppl using hard drugs or drinking alcohol daylight and night on York St from my
porch. Some guy on the TransCanada Hwy in the dark called out one night " No one wants the corruption exposed in
town." He a white male was part of the highway work crew. I often saw marked RCMP cruisers one or two interacting
with them. Once a uniformed White officer late at night as I walked by the highway called out, " I am more than willing to
take out a report on the Gelz’s " .Other uniform officer with him said nothing. The Gelz’s lived across from me growing
up. I last communicated with one in 1993. I have no knowledge of crimes by the Gelz family. My sibling Steve Carr
knows Blair Gelz as they both own homes in Pt Roberts, Washington and sold him and his wife a mattress 3 months
ago. The last two years once I moved to Hope, BC I started hearing stories about the Gelz’s some of which I knew to be
false and at the ACDC concert in Vancouver one guy in a group of 5 in a row behind me and to the left accussed one
member of it of a serious crime. I said tell the police not me and pointed out there was 5 of them and the person they
were accusing was 70 years old so take care of it yourself. Hope the Gelz’s win any lawsuit.
I thought I clearly presented my case in my first missive to your commission.

North Cowichan/Duncan RCMP investigating overnight fire outside motel I was staying there when the homeless guy threatened to torch my RV. Pic shows the fire damage from the recent arson there the other day.

BMW SUV and trike fire aftermath in Duncan

= Aftermath of the Vehicle Fires being a BMW SUV and a Trike in the Thunderbird Motel Parking lot in Duncan- York st.. Interesting to note- NOTHING AT ALL left of the Steering Wheel (one normally HELL of a hot fire) of the BMW and of all parking spaces- RIGHT IN FRONT OF THE NATURAL GAS METER TO THE BUILDING. WHEN I WAS A KID- the aftermath of fires FASCINATED me and they still do. I’d sneak into burnt out houses just to see how and where the fire started and where the hot spot was. Shirley Gust Giroux Macdonald Outside that motel- never to my knowledge- I think that’s the only one in town that still doesn’t have any camera’s anywhere- and definitely not in the last 3 or so years- that whole place has-- ‘not been the best’ to be polite.

Shirley Gust Giroux Macdonald The former Managers of the Motel, Martin and (Thaurine- I THINK her name was) were EXCELLENT. They didn’t stand for crap. They retired perhaps 7 years ago now and since then it’s gone to hell in a handbasket. I walk by there every day (superstore trips), I live halfway down Beverly st and every time- there’s just, ‘inconspicuous’ things going on there.
She is totally correct about odd things going on there. It does have security cameras I saw the monitor in the office. The bearded white officer that came to room 55 my room when I mentioned them said they were aimed at the wrong places.
