God, Bill, they signed but didn’t proceed to become full member states. Michele’s point obviously stands whether they signed and didn’t proceed to be member states or didn’t sign at all. Either way, they’re not part of the group. Do you really think it’s intelligent to quibble over every tiny bit of wording?

Actually, the ICC is not part of the UN. It is an independent body distinct from the UN. Haven’t you been wrong enough for one day? Perhaps you can find some wording to obsess over somewhere.
I do sympathize with their right to have a country. They need to give the Palestinians citizenship, however, and compensate for stolen property. Their current behaviour is shady and thug-like.
