Stray cats go always under the radar, as you often don‘t know if it has an owner or not. But also they suffer terribly.
I never see stray cats here. I would be surprised if you see them in the good part of the EU.
Many stray cats also in the good parts of the EU. Cats aren’t just as visible.

That’s the thing I hated about house ownership (back when I owned houses). Neighbours.
It’s the same if you just rent. Neighbours are everywhere.
They should let the cat choose where she wants to live and if the neighbours want her too, it’s a match. Cats do that. They decide, not the human. The former cat owner should get a dog. Problem solved.
