In my Reich, press conferences would not be optional. Officials would have to hold them. They would be adjudicated by employees of a totally separate government department who didn’t answer to the official. Questions would be submitted in advance and would be vetted for fairness. These adjudicators would then not allow the press conference to continue until each question was answered. If the official did not reach the end of the press conference due to failure to answer, he/she would be put in prison until an answer was forthcoming. This would apply to all officials including the president.
