Trump’s team DID negotiate all aspects of the USMCA agreement, and Trump signed it. This agreement set clear limits on the dairy exchanged between the countries, and the tariffs which would apply if the US exceeded those limits. That said, the US has never come close to those limits. There has never been a tariff charged by Canada on US dairy since USMCA. Never.

Yes, that’s fair to say. Under USMCA, tariff-rate quotas (TRQs) apply to U.S. dairy exports to Canada. Since the U.S. has never hit those TRQ limits, the over-quota tariffs have never kicked in. So U.S. dairy exports have entered under the lower, in-quota tariff (often zero), meaning no tariffs have been applied under USMCA.
